آدائه اليمين الدستورية تعهد مشرف بالعمل على تطوير وتقدم باكستان ، والمحافظة على المبادئ التي قامت عليها هذه الدولة ، وإنه سينفذ كل واجباته الدستورية.
وقال مشرف:" تخليت عن منصبي العسكري بعد 46 سنة ، فالجيش كان حياتي كلها... سلمت القيادة للجنرال أشفق بارفيز كياني ، وهو جندي مثالي ومهني للغاية ، وشخص أعرفه منذ عشرين عاما وأنا أعرف تماما
مهاراته الشخصية".
واضاف "نريد الديموقراطية، نريد حقوق الانسان والاستقرار، لكننا نريدها على طريقتنا إننا نفهم مجتمعنا وبيئتنا اكثر بكثير من اي كان في الغرب" .
واعرب مشرف عن تقديره للمحكمة العليا التي ايدت حق انتخابه في ولاية رئاسية جديدة ، بعد رفض طعون قدمتها المعارضة للحيلولة دون تولي ولاية جديدة لرئاسة باكستان .
ووعد مشرف بتنظيم الانتخابات التشريعية والاقليمية المرتقبة في 8-1-2008 في موعدها مهما حصل.
وقام مشرف بتسليم قيادة الجيش للجنرال( أشفق كياني) الذي اختاره بنفسه في مراسم أجريت بمقر الجيش في روالبندي. و في مراسم تسليم القيادة قال مشرف لقادة الجيش والحكومة: " إن النظام مستمر,
الأشخاص يأتون ويذهبون، الكل يذهب، وكل شيء جميل يبلغ نهايته، كل شيء إلى زوال"
